We do spend much more that the listed nations, this is related to the fact that we spend much more on care of those in the last 6 months of life. This includeds dialysis and critical care. These are restricted in other nations. I would like to see ACLUSA come up with a list of what in their Universal Care that they will pay for and what they will not. In this way we can trully define what is meant by universal care. In the nations that they like to cite, there are limitations placed on who gets critical care, dialysis, transplants, etc. In their document, part 2 does show the comparative expenditures of health care.
